On-the-Job Training

Heartland Works’ On-The-Job Training (OJT) Programs offer employers an excellent way to share the costs of developing employees who are fully trained to do your work, your way.

The Basics

Heartland Works’ OJT Program allows a job seeker to receive training from an employer while he or she works and earns a full salary. OJT is only allowed in high skill occupations that provide a competitive wage.

Based on the agreement between Heartland Works and the employer, Heartland Works may reimburse an employer up to 50 percent of the participating trainee’s wages during the training period, which can last up to six months.

The length of the OJT contract is determined by the length of time necessary to provide knowledge or skills to enable the trainee to fully and adequately perform the job.

As a part of this program, the employer is expected to retain an On-the-Job Trainee as long as he or she has performed to expectations.

Some OJT Program Requirements

An employer may be in the public, private non-profit, or private sector. A contract may be developed between the employer and the local program that provides occupational training for a trainee in exchange for the reimbursement of up to 50% of the wage rate to compensate for the employer’s extraordinary costs of providing the training and additional supervision related to that training.

An OJT contract must be limited to the time required for the customer to become proficient in the occupation for which the training is being provided. In determining the appropriate length of the contract, consideration should be given to the skill requirements of the occupation, the academic and occupational skill level of the customer, prior work experience, and the customer’s Individual Employment Plan. In general, OJT contracts should not exceed 6 months and should be developed reflective of the local labor market needs and the career development of the trainee. Wages meet or exceed the federal minimum wage level.

OJT contracts, as defined above, may be written for eligible employed workers when the employee is not earning a self-sufficient wage, as determined by Heartland Works policy. The OJT must relate to the introduction of new technologies, introduction to new production or service procedures, upgrading to new jobs that require additional skills, workplace literacy, or other appropriate purposes identified by Heartland Works.

Employers who exhibit a pattern of failing to provide customers with continued long-term employment (at least 6 months), with wages, benefits and working conditions that are equal to those provided to regular employees similarly employed, will not be eligible for additional OJT contracts.
