Who We Are
Heartland Works, Inc. is a 501(c)3, private non--profit company headquartered in Topeka, Kansas. Among other services, we administer the US Department of Labor, Employment and Training Administration’s Workforce Investment Act (WIA) in Local Area II, which consists of the17 counties shown on our home page.
We have been serving businesses, job seekers and youth since 1987.
What Does Heartland Works Do?
- For students and job seekers, we help discover talents and career interests, pay for training, and refer to jobs. We help everyone, from those with advanced degrees seeking a career change to dislocated workers to first time workers to those leaving incarceration. If you want to work, we can help.
- For businesses, we help find, interview and train the right people. We’ll provide screening services, administer tests and assessments, help build a labor pool. We can also help train your current workers. If you need space and / or office equipment for interviewing, the five Workforce Centers we operate can help.

Where Are Heartland Works Specialists Located?
Heartland Works Career Consultants and Business Consultants are located in the Workforce Centers located in Atchison , Junction City , Lawrence , Manhattan and Topeka. See our home page for addresses and phone numbers.
What Are Workforce Centers?
Workforce Centers bring the “One Stop Shopping” concept to the workforce development system. In these centers you’ll find our partners from the Department of Commerce, Social and Rehabilitative Services, Veterans Services, and others. Workforce Centers are open to the general public 8:00 a.m. to 5:00 p.m., Monday through Friday, and offer many free services for Job Seekers and Employers. These centers are equipped with Internet connected computers, telephones, and office equipment. Most of these facilities have Employer Centers for interviews and other related needs.
Who oversee Heartland Works?
Our Board of Directors is also, for the purpose of the Workforce Investment Act (WIA) under which most of our activity falls, Northeast Kansas’ Local Workforce Investment Board (WIB). By law under WIA, this board is comprised of at least 51% representatives of private for profit businesses. This ensures that our two year plan (Microsoft Word document - 265KB) meets the demands of the local economy.
